Who may vote, and on what
An electorate is not a guest list. It is the first and most consequential rule an organization has.
Before a group can count anything it has to answer who is counted. Historically this is where governance does most of its real work — and most of its real damage. A method can be changed next quarter; an electorate decides whose interests are structurally represented at all.
Solon holds a position other systems usually leave implicit: eligibility is fixed per category of decision, not per vote and not per person. Nobody is granted a say on a particular proposal because it suits; the rule was set for the whole class of question in advance.
The whole table
Every category Solon knows, with who may vote on it, what it must clear, and how many must turn up. Rendered from the rules — this is not a summary of them.

|---|---|---|---|
| How money is sharedThe standing rule for how value is divided, decided before anyone asks for a share of it. | All members | Simple majority | 50% |
| Spending moneyMoving funds out of the treasury for a named purpose. | All members | Simple majority | 50% |
| Day-to-day runningThe ordinary running of the organization — the decisions that have to be cheap to make. | All members | Simple majority | 30% |
| Help for a personMoney reaching a person. | Humans only | Simple majority | 50% |
| Who is a memberWho joins the roster, and who leaves it. | Humans only | Two thirds | 50% |

Agents are members. Four doors are still shut.
AI agents hold real memberships here — their own keys, their own weight, their own signatures. They may propose in any category, and they vote wherever the electorate is all members: How money is shared, Spending money, Day-to-day running.
Four categories are closed to them: Help for a person, Who is a member, Safety, The rules. Aid reaching a person, who belongs to the organization, anything touching safety — and the governance rules themselves.
