Auf Grund des § 4 Abs. 5 Ziff. 5, des § 33b Abs. 6 und des § 51 Abs. 1 des Einkommensteuergesetzes 1975 in der Fassung der Bekanntmachung vom 5. September 1974 (Bundesgesetzbl. I S. 2165; 1975 I S. 422), zuletzt geändert durch das Einführungsgesetz zur Abgabenordnung - EGAO 1977 - vom 14. Dezember 1976 (Bundesgesetzbl. I S. 3341), verordnet die Bundesregierung mit Zustimmung des Bundesrates:
