Abschluss der Vereinbarung und Inkrafttreten 1 Diese Vereinbarung steht allen Kantonen und dem Bund zur Unterzeichnung offen. 2 Sie kann in Kraft treten, nachdem der Bund sowie mindestens 18 Kantone sie unterzeichnet haben.
