§ 4 gilt bis zum 31. Dezember 2003 nicht für ortsfeste Funkanlagen, die vor dem 20. August 1997 in Betrieb genommen wurden. Wird eine solche Anlage nach Inkrafttreten dieser Verordnung technisch verändert oder werden an ihrem Standort weitere ortsfeste Funkanlagen errichtet, findet § 4 Anwendung.
