Grundsatz 1 Der Kanton führt im Rahmen der Bundesgesetzgebung für Jugendliche im Alter von 5 bis 10 (J+S-Kids) beziehungsweise von 10 bis 20 Jahren das Sportförderprogramm Jugend + Sport durch. 2 Zur Förderung und Weiterentwicklung des Jugendsports unterstützt der Kanton im Rahmen seiner Möglichkeiten Dritte bei der Durchführung von J+S-Lagern, Veranstaltungen und Projekten; er kann diese bei Bedarf selber initiieren.
