1 Das BAV leitet und koordiniert als Prozessführer die für die Ausbauschritte notwendigen Planungen. Es berücksichtigt die regionalen Planungen der Kantone und bezieht die betroffenen Eisenbahnunternehmen mit ein. 2 Die Kantone sind verantwortlich für die regionale Angebotsplanung. Sie organisieren sich in geeigneten Planungsregionen. Die betroffenen Eisenbahnunternehmen werden in geeigneter Weise einbezogen.
