Ist die Klage erhoben worden, weil die Entschädigungsbehörde ohne ausreichenden Grund binnen Jahresfrist keine Entscheidung über den Anspruch getroffen hat, so sind Auslagen, die dem Kläger durch Erfüllung einer Auflage des Entschädigungsgerichtes notwendig erwachsen sind, dem beklagten Land ohne Rücksicht auf den Ausgang des Verfahrens aufzuerlegen.
