Die Bundesregierung wird ermächtigt, mit Personengruppen, deren Schädigung auf die Verfolgungsgründe des § 1 zurückzuführen ist, die aber keine räumliche Beziehung zum Geltungsbereich dieses Gesetzes haben und auch nicht nach §§ 149 bis 166b anspruchsberechtigt sind, Globalregelungen über die Gewährung von Leistungen im Wege des Härteausgleichs zu treffen. Der Achte und der Neunte Abschnitt dieses Gesetzes finden keine Anwendung.
