Öffentliche Abwasseranlagen 1. Die öffentlichen Abwasseranlagen umfassen die kommunalen und regionalen Leitungssysteme für verschmutztes und unverschmutztes Abwasser sowie die Anlagen zur Abwasserbehandlung gemäss den Angaben des GEP und des VGEP. 2. Die Abgrenzung von öffentlicher zu privater Kanalisation ist in Art. 19, Abs. 2 definiert. 3. Die Gemeinden oder der AZV bauen, betreiben, unterhalten und erneuern die öffentlichen Abwasseranlagen.
