Zusammensetzung der Gemeindeversammlung 1) Die Gemeindeversammlung ist das oberste Organ der Gemeinde. 2) Die Gemeindeversammlung wird aus den in der Gemeinde wohnhaften Stimmberechtigten gebildet. 3) Über die Aufnahme ausländischer Staatsbürger im ordentlichen Verfahren entscheiden jene Mitglieder der Gemeindeversammlung, die das Gemeindebürgerrecht besitzen.
