Ist vor Inkrafttreten dieses Gesetzes über einen rückerstattungsrechtlichen Anspruch (§§ 1, 3) ganz oder teilweise rechtskräftig entschieden worden oder eine gütliche Einigung zustande gekommen, so hat die Entscheidung oder die gütliche Einigung nur die in diesem Gesetz vorgesehene Wirkung.
