§ 1. Ohutusjuurdluse eesmärk
Ohutusjuurdluse eesmärgiks on õnnetuste ja intsidentide põhjuste väljaselgitamine ning ohutusalaste soovituste või ettepanekute tegemine sarnaste juhtumite vältimiseks tulevikus. Ohutusjuurdluse eesmärk ei ole süüle ega vastutusele osutamine.
