Das örtlich zuständige Wasserstraßen- und Schifffahrtsamt kann erlauben, dass 1. Personen ohne Fährschifferzeugnis Kahnfähren mit einem Hilfsantrieb mit einer effektiven Nutzleistung von mehr als 11,03 Kilowatt auf Wasserstraßen mit geringem Verkehr führen, 2. Personen ohne besondere Berechtigung für Risikostrecken Fahrzeuge im Baustellenbetrieb auf der Teilstrecke einer Risikostrecke nach Anlage 2 führen.
