Art. 32 Referendum
Dem Volk werden zur Abstimmung unterbreitet:
a. Verfassungsänderungen;
b. interkantonale und internationale Verträge, deren Inhalt Verfassungsrang hat;
c. Volksinitiativen in der Form des ausgearbeiteten Entwurfs, denen
der Kantonsrat nicht zustimmt;
d. Volksinitiativen in der Form der allgemeinen Anregung, die der
Kantonsrat nicht umsetzen will;
e. Volksinitiativen, denen der Kantonsrat einen Gegenentwurf gegenüberstellt;
f. Steuergesetze (Art. 125 Abs. 1 und Art. 130 Abs. 3 lit. b) und ihre
