Art. 37 Dringlichkeitsrecht
1 Gesetze, deren Inkrafttreten keinen Aufschub erträgt, können vom Kantonsrat mit einer Mehrheit von zwei Dritteln der anwesenden Mitglieder sofort in Kraft gesetzt werden. 2 Wird das Referendum ergriffen, so findet die Volksabstimmung innert sechs Monaten nach Inkrafttreten des Gesetzes statt. 3 Wird das Gesetz abgelehnt, so tritt es unmittelbar nach der Volksabstimmung ausser Kraft.
