Die öffentliche Aufgaben wahrnehmende Einrichtung, welche die Anerkennung geltend macht oder die Vollstreckung beantragt, hat die Urkunden vorzulegen, aus denen sich ergibt, dass sie die in Artikel 18 Ziffer 1 oder Artikel 19 genannten Voraussetzungen erfüllt und dass die Leistungen dem Unterhaltsberechtigten erbracht worden sind; Artikel 17 bleibt unberührt.
