Historical Institutional Abuse (Northern Ireland) Act 2019
Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.
Change 1
8 Appointment of panel
(1) An application for compensation under this Part is to be determined on behalf of the Board by a panel appointed by the President of the Board. (2) A panel appointed under this section is to consist of— (a) one judicial member of the Board, who is to be the chair of the panel, and (b) two other members of the Board, neither of whom is a judicial member. (3) The panel must determine— (a) whether compensation should be awarded on the application, and (b) if so, the amount of compensation that should be awarded. (4) A panel appointed under section 6(2) may determine any application which it agreed to receive under that provision (as well as any other application for compensation under this Part); and, where it does so, the panel is to be treated for the purposes of this Act as if it had been appointed under this section.

One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
