Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.

Article 3
This Regulation shall enter into force on the day following its publication in the Official Journal of the European Communities. The date of entry into force of the Agreement shall be published in the Official Journal of the European Communities. This Regulation shall be binding in its entirety and directly applicable in all Member States. Done at Brussels, 20 July 1976 For the Council The President M. van der STOEL (1) OJ No L 301, 31. 12. 1972, p. 164. Brussels, ... Your Excellency, Article 1 (1) of Protocol 6 to the Agreement between the European Economic Community and the Republic of Iceland signed on 22 July 1972 provides for a progressive reduction of the customs duty of 15 % applied to imports of fish fillets falling within subheading 03.01 B II b) of the Common Customs Tariff. Following a decision adopted in 1972 by the Committee on Common Customs Tariff Nomenclature, frozen raw fish fillets coated with breadcrumbs now fall within subheadings 16.04 C and G (prepared or preserved fish). In order to avoid fish fillets coated with breadcrumbs falling within subheadings 16.04 C and G being excluded, as a result of this amendment, from the benefit of the said Article, amendments of form should be made to the text of that Article. These amendments, which are set out in the Annex, are applicable as from 1 July 1976. I should be grateful if you would kindly confirm the agreement of your Government to these amendments. Please accept, your Excellency, the assurance of my highest consideration. On behalf of the Council of the European Communities

One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
