1 Das allgemeine, gleiche, freie, direkte und geheime Wahl- und Stimmrecht ist gewährleistet. Vorbehalten bleiben offene Abstimmungen in Gemeindeversammlungen. 2 Abstimmungsvorlagen sollen einfach und verständlich sein. Eine unverfälschte Willensbildung und Willenskundgabe ist zu gewährleisten. Angenommen in der Volksabstimmung vom 23. Sept. 2012, in Kraft seit 1. Jan. 2017. Gewährleistungsbeschluss vom 23. Sept. 2013 (BBl 2013 7827 Art. 1 Ziff. 4, 3931).
