1 Der Grosse Rat kann Volksabstimmungen über Grundsatzfragen beschliessen. 2 Er kann zu einer Vorlage, die dem obligatorischen oder dem fakultativen Referendum untersteht, eine Variante vorschlagen. 3 Findet die Volksabstimmung statt, so ist neben der Hauptvorlage auch die Variante den Stimmberechtigten zu unterbreiten. Findet keine Volksabstimmung statt, so fällt die Variante dahin.
