1 Der Grosse Rat erlässt die übergeordneten politischen Ziele und Leitsätze. 2 Er behandelt das Regierungsprogramm, den Finanzplan und weitere grundlegende politische Planungen der Regierung. 3 Er kann über die Weiterführung der Planung Beschlüsse fassen und der Regierung Aufträge erteilen.
