Mit Freiheitsstrafe bis zu fünf Jahren oder mit Geldstrafe wird bestraft, wer als Verwaltungsangehöriger bei der Durchführung dieses Gesetzes Bescheinigungen für Personen ausstellt, von denen er weiß, dass sie kein Recht auf Erteilung der Bescheinigung haben.
