1 Die Volksabstimmungen über Verfassung und Gesetze, Initiativ-Vorschläge und über Beschlüsse des Kantonsrates finden geheim und mittels der Urnen statt. 2 Das nähere Verfahren wird im Sinne der möglichsten Erleichterung der Stimmabgabe durch die Gesetzgebung geregelt. 3 Bei allen Volksabstimmungen entscheidet die absolute Mehrheit der Stimmenden.
