Animal Welfare Act 2006
Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.

(5) Directions under subsection (4)(c) may— (a) specify the manner in which an animal is to be disposed of, or (b) delegate the decision about the manner in which an animal is to be disposed of to a person appointed under subsection (4)(a). (8) In subsection (1), the reference to an animal in relation to which an offence was committed includes, in the case of an offence under section 8, an animal which took part in an animal fight in relation to which the offence was committed. One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.
