Council Directive 72/221/EEC of 6 June 1972 concerning coordinated annual surveys of industrial activity
Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.

Article 2
The surveys shall cover all industrial undertakings and small businesses, if any, which employ twenty or more persons and whose principal activity is listed in one of the Divisions of the Nomenclature of Economic Activities in the European Communities (NACE), for industry, including energy and water, and also construction (NACE 1 to 5). Surveys shall, at least once in every five years, be extended to cover undertakings employing fewer than 20 persons. The Commission, in agreement with the Member States, shall appoint the years in which the surveys shall be so extended. Surveys into undertakings employing fewer than twenty persons may be carried out by means of sampling.

One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
