Climate Change Act 2008
Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.
Change 1
33 Advice on level of 2050 target
(1) It is the duty of the Committee to advise the Secretary of State on— (a) whether the percentage specified in section 1(1) (the target for 2050) should be amended, and (b) if so, what the amended percentage should be. (2) Advice given by the Committee under this section must also contain the reasons for that advice. (3) The Committee must give its advice under this section not later than 1st December 2008. (4) The Committee must, at the time it gives its advice under this section to the Secretary of State, send a copy to the other national authorities. (5) As soon as is reasonably practicable after giving its advice to the Secretary of State, the Committee must publish that advice in such manner as it considers appropriate.

One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
