§ 48
(1) Zur Vorbereitung der Entscheidung des Plenums benennen die Vorsitzenden der Senate jeweils ein berichterstattendes Mitglied. Diese legen spätestens zehn Tage vor der Plenarsitzung ein Votum vor. (2) Der Beschluss des Plenums ist zu begründen. Er ist ebenso wie Entscheidungen der Senate zu behandeln.
