1 Der Stadtpräsident oder die Stadtpräsidentin kann in dringenden Fällen einen Präsidialentscheid treffen, wenn eine Sitzung oder ein Zirkulationsbeschluss nicht möglich ist. 2 Der Entscheid ist dem Gemeinderat in der nächsten Sitzung zur Erwahrung zu unterbreiten. 3 Verweigert der Gemeinderat die Erwahrung, so gilt der Präsidialentscheid, wenn er nicht mehr rückgängig gemacht werden kann, und die Verweigerung wird als politische Missfallensäusserung gewertet.
