Leistungen der Gemeinden 1. Leistungspflicht 1 Die Politischen Gemeinden, deren Finanzkraftindex 90 Prozent des gewogenen kantonalen Mittels übersteigt, haben für den direkten Finanzausgleich Leistungen zu erbringen. 2 Die Leistungen der finanzstarken Politischen Gemeinden entsprechen dem Produkt von: 1. Einwohnerzahl gemäss Art. 4 Abs. 2; 2. Finanzkraftfaktor gemäss Art. 8 Abs. 1;
