Anspruchsberechtigung 1 Die Finanzausgleichsmittel für den Normausgleich Wohnbevölkerung werden an die Politischen Gemeinden ausgerichtet. 2 Anspruch haben diejenigen Politischen Gemeinden, deren Einwohnerzahl unter 70 Prozent der durchschnittlichen Einwohnerzahl aller Politischen Gemeinden liegt.
