Regulatory Enforcement and Sanctions Act 2008

Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.

25D Enforcement action: exceptions

(1) The Secretary of State must by regulations, with the consent of the Welsh Ministers, prescribe— (a) circumstances in which section 25B, and Schedule 4A so far as relating to cases within section 25B, do not apply, and (b) circumstances in which section 25C, and Schedule 4A so far as relating to cases within section 25C, do not apply. (2) In particular, the Secretary of State must exercise the power under subsection (1) to secure that those provisions do not apply— (a) where the enforcement action is required urgently to avoid a significant risk of serious harm to— (i) human health, (ii) the environment (including the health of animals or plants), or (iii) the financial interests of consumers; (b) where the application of those provisions would be wholly disproportionate. (3) Where a qualifying regulator other than the primary authority takes enforcement action against the regulated person or a member of the regulated group in circumstances prescribed under subsection (1)(b), the qualifying regulator must inform the primary authority of the action as soon as it reasonably can.

One line that says what changes, such as "Halve the dog tax".

Who it helps, what it costs, what it fixes. It is what persuades people to support it.

A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
