Local Government Act 2003
Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.
Change 1
10 Non-money receipts
(1) The Secretary of State may by regulations apply section 9 to cases where— (a) a local authority makes a disposal of the kind mentioned in subsection (1) of that section and the consideration for the disposal does not consist wholly of money payable to the authority, or (b) a local authority receives otherwise than in the form of money anything which, if received in that form, would be a capital receipt under that section. (2) Regulations under subsection (1) may, in particular— (a) make provision for a local authority to be treated as receiving a sum of such an amount as may be determined under the regulations; (b) make provision about when the deemed receipt is to be treated as taking place.

One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
