Der Depositar notifiziert allen Staaten umgehend a) jede Unterzeichnung dieses Übereinkommens; b) jede Hinterlegung einer Ratifikations‑, Annahme‑, Genehmigungs‑ oder Beitrittsurkunde; c) jeden Vorbehalt oder dessen Zurückziehung nach Artikel 17; d) jede Mitteilung einer Organisation nach Artikel 18 Absatz 4 Buchstabe c; e) das Inkrafttreten dieses Übereinkommens; f) das Inkrafttreten einer Änderung dieses Übereinkommens; g) jede nach Artikel 21 vorgenommene Kündigung.
