RSA 48 City Officers
Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.

48:20 Adoption of Subdivision.
I. Notwithstanding the provisions of any city charter to the contrary, the governing body of any city of a population greater than 80,000, according to the most recent census, may adopt the provisions of this subdivision as provided in paragraphs II and III. II. If the governing body of a city with a population greater than 80,000 should desire to place the question of whether or not to establish the office of director of human services on an appointive basis as provided in this subdivision, they may place said question on a referendum to be voted upon at any regular municipal election or at a special election called for the purpose of voting on said question. Should a referendum be held, the following question shall be submitted ""Shall the office of director of human services be established on an appointive basis as provided in RSA 48?'' The governing body shall be bound by the outcome of the referendum. III. If the governing body of a city with a population greater than 80,000 should decide not to place the question of the adoption of the provisions of this subdivision on a referendum, a 2/3 vote of the entire membership of the governing body shall be sufficient to adopt the provisions of this subdivision. One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
