Einer Bewilligung des Bundes bedürfen: a. die Herstellung von Kriegsmaterial; b. der Handel mit Kriegsmaterial; c. die Vermittlung von Kriegsmaterial; d. die Einfuhr, Ausfuhr und Durchfuhr von Kriegsmaterial; e. die Übertragung von Immaterialgütern, einschliesslich Know-how, und die Einräumung von Rechten daran, sofern sie sich auf Kriegsmaterial beziehen und an natürliche oder juristische Personen mit Wohnsitz oder Sitz im Ausland erfolgen.
