§ 16. Haldusorgani ametnike pädevus
Käesolevast seadusest tulenevate toimingute sooritamiseks ja haldusaktide andmiseks haldusorgani nimel määrab haldusorgani juht haldusorganisiseselt selleks pädevad ametnikud, kui seaduses või määruses ei ole sätestatud teisiti.
