1 Das Baureglement gilt für das ganze Stadtgebiet und bildet zusammen mit dem Zonenplan die baurechtliche Grundordnung. 2 Wo die Stadt Thun eine besondere baurechtliche Ordnung erlässt und in dieser nichts anderes bestimmt, ist das Baureglement als ergänzende rechtliche Grundlage anwendbar. 3 Die besonderen baurechtlichen Ordnungen haben die in der baurechtlichen Grundordnung und in den Richtplänen der Stadt Thun enthaltenen Grundsätze zu wahren.
