Statut (Art. 16 LEmp) 14 1 Le canton de Vaud, en tant que fondateur, gère sous le nom de Caisse cantonale de chômage (ciaprès : CCh) une caisse de chômage publique au sens de la loi fédérale sur l'assurance-chômage obligatoire et l'indemnité en cas d'insolvabilité (ci-après : LACI). 2 La CCh est une entité du SDE. 3 La CCh n'est pas dotée de la personnalité juridique. Elle traite cependant à l'extérieur en son propre nom et a qualité pour agir en justice conformément à l'article 79, alinéa 2, LACI. 4 La comptabilité de la CCh est soumise aux instructions du Secrétariat d'Etat à l'économie (ci-après : SECO).
