Raumplanung 1 Der Kanton und die Gemeinden stellen die geordnete Besiedlung des Landes und die zweckmässige Nutzung des Bodens sicher. Sie berücksichtigen bei ihren Tätigkeiten die Ziele und Erfordernisse der Raumplanung. 2 Der Kanton ist für die Richtplanung verantwortlich. Die Gemeinden sind im Rahmen der Gesetzgebung für die Nutzungsplanung zuständig.
