1 Vor Erlass von Verfassungs- und Gesetzesbestimmungen und bei anderen Vorhaben von allgemeiner Tragweite kann eine Vernehmlassung durchgeführt werden. 2 Die Vernehmlassungen sind amtlich anzukündigen. Das Recht zur Stellungnahme steht jedem zu. 3 Die Stellungnahmen sind öffentlich zugänglich.
