Art. 5 Bindung an Verfassung und Gesetz
1 Wer öffentliche Aufgaben wahrnimmt, ist an Verfassung und Gesetz gebunden. Er handelt ausschliesslich im öffentlichen Interesse und achtet in allen Bereichen die Grundsätze der Rechtsgleichheit und der Verhältnismässigkeit. 2 Staatliche Organe und Private verhalten sich gegenseitig nach Treu und Glauben.
