Der Aktivbürger kann im Kanton und in seiner Wohnsitzgemeinde: 1. an Wahlen und Abstimmungen teilnehmen; 2. vom Recht der Initiative und des Referendums Gebrauch machen; 3. in eine Behörde oder in ein öffentliches Amt gewählt werden; die Gesetzgebung bestimmt, in welchen Fällen für die Wahlfähigkeit von Beamten ein Befähigungsausweis notwendig ist oder das Aktivbürgerrecht nicht vorliegen muss.
