1 Der Kanton erlässt im Rahmen des Bundesrechts und dieser Verfassung die zur Förderung von Industrie, Gewerbe und Handel erforderlichen Vorschriften. 2 Er kann Anstalten und Werke, die der wirtschaftlichen Entwicklung des Kantons dienen, unterhalten oder unterstützen.
