Der Finanzausgleich zugunsten von Gemeinden wird durch die Gesetzgebung geregelt. Angenommen an der Landsgemeinde vom 30. April 1972, in Kraft seit 30. April 1972. Gewährleistungsbeschluss vom 11. Dez. 1972 (BBl 1972 II 1596 Art. 1 Ziff. 3 1397).
