Das Aktivbürgerrecht können alle Personen ausüben, die das Schweizerbürgerrecht besitzen, im Kanton rechtlich niedergelassen sind, das 18. Altersjahr zurückgelegt haben und denen nicht durch die Gesetzgebung das Aktivbürgerrecht entzogen ist. Angenommen in der Volksabstimmung vom 22. Sept. 1996, in Kraft seit 22. Sept. 1996. Gewährleistungsbeschluss vom 4. Dez. 1997 (BBl 1998 103 Art. 1 Ziff. 2, 1997 III 1157).
