286 Guidance: Parliamentary scrutiny

(1) Before issuing guidance under section 285, the Secretary of State must lay a draft of the proposed guidance before both Houses of Parliament. (2) The Secretary of State must not issue the guidance until after the period of 40 days beginning with— (a) the day on which the draft is laid before both Houses of Parliament, or (b) if the draft is laid before the House of Lords on one day and the House of Commons on another, the later of those two days. (3) If before the end of that period either House resolves that the guidance should not be issued, the Secretary of State may not issue it. (4) In reckoning any period of 40 days for the purposes of subsection (2), no account is to be taken of any time during which— (a) Parliament is dissolved or prorogued, or (b) both Houses are adjourned for more than four days.

One line that says what changes, such as "Halve the dog tax".

Who it helps, what it costs, what it fixes. It is what persuades people to support it.

A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Think it through

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
