Aufgabenübertragung an Behörden 1 Rechtsetzungs- und Ausgabenbefugnisse des Volkes können dem Grossen Stadtrat oder dem Stadtrat übertragen werden, sofern sich die Übertragung auf ein bestimmtes Gebiet beschränkt und der Rahmen in einem referendumspflichtigen Erlass festgelegt wird. 2 Unter den gleichen Voraussetzungen können Befugnisse des Grossen Stadtrates an den Stadtrat übertragen werden.
