Procurement Act 2023
Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.
Change 1
35 Dynamic markets: establishment
(1) A contracting authority may establish arrangements for the purpose of a contracting authority awarding public contracts by reference to suppliers’ participation in the arrangements. (2) In this Act a “utilities dynamic market” means a dynamic market established only for the purpose of the award of utilities contracts by utilities. (3) If arrangements established by any person comply with the requirements of this Act that apply in relation to a utilities dynamic market established by a private utility— (a) the arrangements are to be treated for the purposes of this Act as a utilities dynamic market established by a private utility, and (b) a utility may award public contracts that are utilities contracts by reference to suppliers’ membership of the market. (4) In this Act, “utility” means— (a) a public authority, or public undertaking, that carries out a utility activity; (b) a private utility. (5) Documents establishing or modifying a dynamic market are not a contract for the purposes of this Act.

One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
