Procurement Act 2023

Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.

96 Electronic communications

(1) In carrying out a covered procurement, a contracting authority must so far as practicable— (a) communicate with suppliers electronically, and (b) take steps to ensure that suppliers participating in the procurement communicate electronically. (2) In carrying out a covered procurement, a contracting authority may only use, or require the use of, electronic communication systems that are— (a) free of charge and readily accessible to suppliers, (b) generally available, or interoperable with other generally available systems, and (c) accessible to people with disabilities. (3) Subsection (2)(a) does not apply in relation to an electronic communications system used, or required to be used— (a) after the award of the public contract, or (b) in relation to a utilities dynamic market. (4) This section does not apply if the contracting authority is satisfied that electronic communication, or the use of an electronic communication system meeting the requirements of subsection (2), poses a particular security risk in the circumstances. (5) In this section, “electronic communication system” includes any electronic system used for the purpose of communication with suppliers.

One line that says what changes, such as "Halve the dog tax".

Who it helps, what it costs, what it fixes. It is what persuades people to support it.

A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Think it through

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
