Für Gewässer, die künstlich in Sammelbecken oder in das Oberwasser einer Anlage eingeleitet werden, ist auch der Höhenunterschied zwischen dem Wasserstand bei der Ableitung aus dem öffentlichen Gewässer und dem Wasserstand im Sammelbecken oder im Oberwasser als nutzbares Gefälle anzurechnen.
